This makes no sense at all.. the guy who shot the loose dog was the one who was defending his own leashed dog. Trained or not, that lab probably woulda been squished by the rotti. As for the rotti being trained, or lack of training is the owner's fault. In this case, the dog was punished for the owner's irresponsibility.
No amount of training can kill instinct in animals.. unless totally brainwashed or sent to public schools. Look around, even humans aren't domesticated. There's still crime.
