My piggies did the same thing when I first started using fleece. The solution that worked for me was using fleece that was long enough to fold underneath the mattress pad so that even when they tried to pull it up they couldn't. I also had to add a brick in each corner and center of the cage. So I had 8 bricks in a 3x3 C&C. It's to the point now where I do not have to add the bricks any more and they do not make any attempts to burrow under the fleece. I hope this helps. Good luck.
