Owners will try to re-home, but with a price. There's no actual organization that I know of that takes guinea pigs in and then finds homes for them. There may be a few that will look for someone to adopt their piggies, but most will re-sell.
I was actually at a pet shop a few days ago looking for supplies, and one of the employees offered me her 2yr old piggy. Again, for a price. It was a female Peruvian housed with a male Abby in what looked like a hamster cage. They looked so sad. I would've taken her but I don't have the space for a girl. Babies are also out of the question.
