I'm glad your pup is Ok. I don't know how the laws in your area are but where I live at even an electric fence is not considered legal containment. Any dog out in a yard not on a leash or behind a secure fence is subject to the leash law, and the owners will be fined. So if you see the dog out again I would just call animal control, especially if the collar is not on.
Is there another direction you could walk your dog in? Not that you should be the one to make ammends, but for the safety of your dog maybe something to look into? |
