I would call animal control. Especially since the skin was broken, you want to make sure that the other dog is up to date with its vaccines. Also, next time could be so much worse. If you call now, hopefully animal control will have a talk with the owners and maybe prevent a much worse attack later. If the owners do not listen then you and your neighbors have a record to point back to. If you can't get thru to animal control, call the police to file a complaint (against the dog owner).
Personally, I would take my dog to the vet to be safe. Puncture wounds are easily infected. It might make the owner think twice about letting their dog run free if they have to pay out for vet bills.
I wish that laws were such that at the very least owners should be required to take their dogs to obediece class at the first offense.
