I would use bolt cutters - the heavy duty ones - like these:
For the inner wires you might be able to use regular wire cutters, but the thicker end pieces look like they would require something more substantial.
Though if you could get them to cut them for you for a reasonable fee or even free, that might be the best option if you don't have bolt cutters.
