Please keep in mind that just because someone posts an ad to try and rehome their pet, that doesn't make them a breeder. They could legitamately just want to rehome an animal. Asking for an adoption fee does not make a person a breeder either. It's advisable to ask for an adoption fee to discourage people who look for small animals for free to feed other animals.
