I do have to agree with the others here. This breeder sounds like a nightmare, keeping and breeding animals she can not take care of. No matter how nice she seems what she is doing is irresponsible and without your help she would allow her animals to suffer, then yes that is abuse.
I do think you should try to get some money from her. Wait until you have all the details from the vet then go talk to her. You don't need to be mean - I wouldn't expect you to walk in there and start raging at her and demanding money. Just be polite but firm, explain that she gave you the puppy on the premise that she would help with any vet care, and that now you need her to do so. It might make her think twice about breeding about in the future - especially if it turns out she was at fault.
