Lime should be fine. The bags we buy here are just crushed limestone. Which makes up majority of the rocks here. I live near a limestone quarry and we lined all our stalls with crushed limestone.

You will have to figure out the ingredients to the insect killer though and chances are it's not safe. Even if it's not spread directly on the grass your feeding them rain will wash it across the yard contaminating your patch of grass. If your dad insists on spraying the yard I'd just grow some pots of grass indoors for them to make sure it's safe. Your other option is a raised bed garden but even then the wind can blow chemicals that are spread around it onto the raised patch you planted.
