One word: FLEECE!

Wonderful stuff. Easy to keep up with and oh so not messy (except for the poos and a some stray hay strung out). See The Fleece Project: The Study and also Fleece Types and Debates for almost anything you might ever want to know about it. Anything you don't understand or they don't mention, just ask.

But don't downgrade their cage. How high is it currently? If you switch to a grid base and put a lid on it, that would lower it some and keep the dogs out of it. Mine has a grid base and the top of the cage comes to my thighs. (I am 5 ft.)
